56% – Percentage of California cities and counties that do not allow cannabis businesses
As of December 2023, the California Department of Cannabis Control reported that 56% of the local jurisdictions (cities and counties) in the state still do not allow any type of cannabis businesses to operate within their boundaries. That’s despite voter approval of Proposition 64 in 2016, which legalized adult-use cannabis commerce.
