FDA Proposes Mandatory Testing for Talc-Containing Cosmetics


The FDA is taking a major step toward protecting beauty consumers with a new proposed rule requiring manufacturers of talc-containing cosmetics to test for asbestos, a known carcinogen. As previously reported by NewBeauty, the International Agency for Research on Cancer (IARC) has found sufficient evidence linking asbestos to mesothelioma and cancers of the lung, larynx and ovary. Yet, at the time of writing, the “FDA does not currently require any specific method or approach to test for asbestos in talc-containing cosmetic products,” but that could soon change for the better.

As detailed in a recent public report by the FDA, the new proposed rule would require manufacturers to test each batch of talc-containing cosmetics for potential asbestos contamination using advanced microscopy techniques, including polarized light microscopy (PLM) and transmission electron microscopy (TEM).

Talc is often used in cosmetics to absorb moisture, improve a product’s texture and prevent caking. However, growing awareness of asbestos contamination in talc—and the devastating health risks that come with it—has ignited a push for change. The movement gained momentum in the wake of tens of thousands of lawsuits against Johnson & Johnson’s talc-based baby powder, which ultimately led the company to transition to a cornstarch-based formula in 2023. Now, many beauty brands are following suit, rolling out talc-free products and proudly spotlighting this safer choice on their product pages.

While the proposed rule—and Johnson & Johnson’s pivot—mark progress, the issue of talc contamination remains a critical conversation, as thousands continue to feel its impact. To help move the rule forward, the FDA is calling for public input. Comments can be submitted online via the Federal eRulemaking Portal at regulations.gov until March 27, 2025.
