With the Zapperator you have to press A and B repeatedly until you hear a noise and the cloud is ready. The timer is simple there as a time limit, if you spam A and B fast you will usually reach the max cloud at 75%.

You misread what you were supposed to do for the Groove Boots. And you could do a lot more side quests. You misunderstood what the quest symbols mean.
