The German Cannabis Business Association ( they should know) says
Pillar 2 regulation: funding for the necessary positions not yet clarified
2024-11-07 | The planned cannabis pilot projects in Germany are on the brink after the break-up of the government coalition, reports KrautInvest. Some cities, including Frankfurt and Hanover, had already announced the start of pilot projects for early 2025, but the ordinance to determine the competent authority (Consumer Cannabis Science Competence Ordinance, KCanWV) is still missing.
Uncertainty has increased as the upcoming elections raise the question of whether the ordinance will be issued in time. A central point of contention would be the financing of the required personnel at the Federal Office for Agriculture and Food (BLE). It remains unclear whether the SPD and the Greens will still be able to find the funds and whether the pilot projects will continue to be a priority for both parties in view of the political situation.
