In regards to why kids like Huckle can drive vehicles (Arthur: "Kids can't drive cars!"), maybe it's a reference to how cats, hippos, and the like reach maturity at earlier ages than humans do. While they're still considered kids in the Busytown universe, they are thus given more leeway at their respective ages than human children.
