«البيئة» تحذّر من بيع مخططات على الأراضي الزراعية – أخبار السعودية حذرت وزارة البيئة والمياه والزراعة من بيع مخططات على أراضٍ زراعية دون موافقتها، وذلك بعد ملاحظة استمرار وجود إعلانات من بعض الشركات والمكاتب العقارية والأفراد لبيع مخططات أعدت على أراضٍ زراعية دون موافقة الوزارة. وبينت «البيئة»، أن مثل هذا التصرف يعد مخالفة للضوابط المعتمدة للتجزئة، والضوابط والآلية التي أعدت بالتنسيق بين وزارتي البيئة والمياه والبلديات والإسكان.وينص نظام اعتماد مخططات التجزئة أو الفرز للأراضي الزراعية على أن يسمح للأراضي الزراعية الواقعة داخل مراحل التنمية العمرانية بتجزئتها إلى مزارع أصغر بحد أدنى عشرة آلاف متر مربع بعد موافقة وزارة البيئة والمياه والزراعة، وفقا لإعداد فكرة تصميمية لكامل الأرض الزراعية المراد تجزئتها يراعى فيها ارتباطها بالأراضي المجاورة ومسارات وعروض الشوارع والطرق المعتمدة في المدينة المارة في الموقع ومن ثم يتم تقسيم الموقع وفقا للأسس التخطيطية كتصور مستقبلي حسب المحددات ومساحة الموقع المطلوب تجزئته وتحديد عروض الشوارع الناتجة عن ذلك التقسيم طبقا للتدرج الهرمي المتبع وبما ينسجم مع شبكة الشوارع المعتمدة المحيطة، كما أن لا تقل مساحة أي مزرعة بعد التجزئة عن عشرة آلاف متر مربع، وأن تكون قابلة للتجزئة مستقبلا لقطع سكنية في حال إفادة وزارة البيئة والمياه والزراعة بعدم صلاحيتها للاستخدام الزراعي، وذلك بتوضيح حدود القطع السكنية بخطوط منقطه كتصور تخطيطي مستقبلي، وأن تكون تلك القطع مخدومة بشوارع.ويتم حساب مساحة الخدمات والحدائق لكامل الموقع وفقا للمعايير التخطيطية وتبعا للكثافات السكنية المتوقعة مستقبلا، ويتم تحديد تلك الخدمات ومواقعها ويدون عليها مواقع خدمات حكومية يتم تخطيطها مستقبلا من قبل الأمانة حسب المعايير التخطيطية وتخصصها للجهات المستفيدة.وشدد النظام على ألا يتم إفراغ أي من قطع الأراضي بالمخطط إلا بعد تنفيذ ضوابط واشتراطات المرحلة العمرانية الواقعة ضمنها وفقا لقواعد النطاق العمراني المعتمد. وأوضح النظام أن الأراضي الزراعية الواقعة ضمن منطقة حد حماية التنمية بالنطاق العمراني أو خارجه يسمح بتجزئتها إلى مزارع أصغر بحد أدني 50 ألف متر مربع بعد موافقة وزارة البيئة والمياه والزراعة وفقا لإعداد فكرة تصميمية لكامل الأرض الزراعية المراد تجزئتها يراعى فيها ارتباطها بالأراضي المجاورة ومسارات وعروض الشوارع والطرق المعتمدة المارة في الموقع ومن ثم يتم تقسيم الموقع حسب المحددات ومساحة الموقع المطلوب تجزئته وتحديد عروض الشوارع الناتجة عن ذلك التقسيم على ألا تقل عروض الشوارع عن ۲۰ مترا ووفق النظام يتم توثیق موافقة المالك على التنازل عن مساحات الخدمات الحكومية لصالح الأمانة ويدون على مواقعها خدمات حكومية مستقبلية ويتم التهميش على الصك بذلك على أن لا تقل النسبة المقتطعة عن (۱۰ %) من مساحة المزرعة قبل التجزئة لتخصيصها للجهات الحكومية المستفيدة مستقبلا.وشددت الوزارة على ألا يتم إفراغ أي من قطع المخطط إلا بعد قيام المالك بسفلتة شوارع المخطط، ولا يسمح بتقسيم القطع المجزأة إلى قطع أصغر ويدون ذلك في «كليشة» المخطط. var securepubads = document.createElement(‘script’); securepubads.async = true; securepubads.type=”text/javascript”; securepubads.src=”https://securepubads.g.doubleclick.net/tag/js/gpt.js”; var script_facebook = document.createElement(‘script’); script_facebook.async = true; script_facebook.crossorigin = ‘anonymous’; script_facebook.src=”https://connect.facebook.net/en_GB/sdk.js#xfbml=1&version=v3.3&appId=1311831502273243&autoLogAppEvents=1″; var initiate = 1; function initialize(){ if(initiate==1){ initiate = 0; document.getElementsByTagName(‘HEAD’).item(0).appendChild(securepubads); document.getElementsByTagName(‘BODY’).item(0).prepend(script_facebook); if($(“#lightgallery”).length){ $(‘head’).append(”); var lightgallery = document.createElement(‘script’); lightgallery.async = false; lightgallery.type=”text/javascript”; lightgallery.src=”https://www.okaz.com.sa/js/lightgallery-all.min.js”; document.getElementsByTagName(‘HEAD’).item(0).appendChild(lightgallery); setTimeout( function(){ lightGalleryLoad(); },2000 ); function lightGalleryLoad() { $(‘#lightgallery’).lightGallery({ selector: ‘.itemLightGallery’ }); } } } } document.addEventListener(“mousemove”, initialize); document.addEventListener(“scroll”, initialize); documen […]
